Submit and Resist

James gives the war strategy: "Submit yourselves therefore to God. Resist the devil, and he will flee from you." Many try to resist without submitting and fail. The order matters.

The mechanic is Hierarchical Position. You only have power over the enemy (resist) if aligned with the General (submit). A rebel soldier has no backup. Submission to God generates the spiritual rank to command evil.

Does the enemy not "flee"? Check your submission. Are there areas outside God's control? Authority isn't shouting at the devil; it's obeying God. When you bow to the King, the enemy bows to you.
